MRA’s Management Information System (MIS) Department has been developing the DCLSys;
an in-house, core integrated system which will provide automated and computerized
processing of all departments need. Built in a robust SQL 2005 back-end with mix
VB6 and VB.Net front-end together with the drill-through reporting power of the
Crystal Report 8.5, the DCLSys is now being utilized as the Crew Management System
of MRA. DCLSys sub modules includes the following:
Manpower Requisition System (MRS) – This automated and online request management
system provides a shared 2-tier structured procedure between the Recruitment and
the Operations Department. The primary function of the MRS is to sort and manage
Operations Department’s manpower requirements through online forms. This “requests”
is then forwarded to Recruitment for sourcing and database pooling. The sourced
profiles or CVs are submitted by Recruitment Department to Operations Department
for possible placement. This continuous cycle is done via online and therefore eliminates
tedious, repetitive, and time consuming manual “request-and-serve” process.

DCL System (Operations Module) – is a module designed for planning and managing crew
on-board. From generation of POEA reports, contracts, and dispatch to recording
of crew documents and transcripts, this module replaces the old-fashioned Maritime
Personnel System.

DCL System (PIS Module) – The PIS is designed to provide Human Resources
Department automated access to in-house employee management. From 201 files to KPI’s
and KRA’s, this sub-module replaces the paper-dependent HR record filing system.
Each employee of MRA has an electronic record that HR can pull-out via online, anytime.
This module also includes the electronic filing of Overtime, Undertime, Vacation
Leave, and Sick Leave. Approval of such can be done electronically as well.

Time and Attendance Monitoring System (TAMS)
– is an instant scan-type time and
attendance tracking system for MRA employees. It comes with user-input generating
report that gives HR and Admin departments core basis for computing OT, UT, and
absences.

Visitor Logging System (VLS) – is a system designed to control/manage
crew visits which is essential in tracking or measuring the frequency of their visits.
By examining this frequency, we are able to come up with basis to measure or study
certain parameters related to Operations Department.

DCL Automated Payroll System (DCLAPS) – is an online payroll system
for MRA Crew. This sub module is in the process of coding and will be implemented
last quarter of 2009. The purpose of this module is to provide versatility in payroll
system for different Clients/Principals and numerous vessels.

Executive Dashboard System (EDS) – EDS is a system designed solely
for Top Management for monitoring important details and transaction on DCLSys.
